With reference to my despatch No. 539 of

8th August, 1939, regarding a proposed new storage

reservoir in the Tai Lam Chung Valley, I have the

honour to inform you that in the light of subsequent

investigations it appears probable that the estimate

of the population of the Colony quoted in the fourth

paragraph of that despatch is much below the mark.

I shall be glad if the figures there quoted

may be amended to read "one hundred per cent" instead

of "fifty per cent" and "two millions" instead of

"one and a half millions". The attached copy of a

minute by the Statistical Officer indicates the grounds

on which this estimate is based.
